PROJECT STATUS
On January 9, 2008 the Lead Agency (Pine Plains Planning Board) passed a resolution of completeness deeming the Draft Environmental Impact Statement (DEIS) complete and sufficient for public review and comment.
The development of the Carvel Property is a Type I Action subject to rigorous and comprehensive environmental review, including preparation of a Draft Environmental Impact Statement, as specified by New York’s State Environmental Quality Review Act (SEQRA).
Procedurally, the Town of Pine Plains Planning Board has been established as the Lead Agency for the purpose of conducting this review and has entered into a cooperative agreement with the Town of Milan, providing for a coordinated review.
After an extensive environmental assessment and engineering analysis, a preferred master development plan and Draft Environmental Impact Statement (DEIS) was prepared and submitted to the Lead Agency in June of 2005. The DEIS contains environmental information about the site, project plans, impact assessments, alternative evaluations, greening opportunities, engineering and feasibility analyses, visual impact, and economic impact studies.
Over the past two and a half years, the DEIS has been reviewed by
the Lead Agency and consultants for both municipalities for SEQR completeness. The Development Team was provided with all the comments which have been addressed in the revised DEIS, recently deemed complete by the Lead Agency and now available for public review.
